Sci-tech Innovation Comprehensive Evaluation Of Zhejiang Province Based On PCA And DEA

In the era of knowledge based economy, from the big side, Sci-tech innovation ability decides international competitiveness and international situation of our country; from the small side, it demonstrates the comprehensive competitiveness of one region and city. In the era of knowledge based economy, intellectual capital which takes instead of land and natural resource becomes No.1 element of productive power. Sci-tech innovation ability gradually becomes the determinant factor of economic growth and social progress. How to evaluate scientifically Sci-tech innovation ability and performance of Zhejiang province, reveal internal interaction and resolve the main problems in the in the scientific and technological innovation link, which is an important task in practice that how to lead traditional private enterprises develop from labor intensive industry to technology intensive industry, push strategy of strong technology province and push industrial structural adjustment and economic development.At present, many scholars in our country carried out researches about region Sci-tech innovation ability,central city Sci-tech innovation ability,enterprise Sci-tech innovation ability,industry Sci-tech innovation ability,colleges and universities Sci-tech innovation ability and OECD, so on and so forth. But we find they are just one-side researches, which don't regard region,city,enterprise and industry as a interconnected whole. This paper will evaluate and research from three aspects:Region Sci-tech innovation ability comparison(the comparison between Zhejiang province and other provinces),city Sci-tech innovation ability(the comparison among level cities in Zhejiang province),enterprise and industry Sci-tech innovation ability (partial industries in Zhejiang province), it will make a comprehensive evaluation of Sci-tech innovation ability of Zhejiang province from different levels in different ways, the purposes reveal the differences between Zhejiang province and other provinces, analyze the possible reasons, reveal inherent law how to improve overall Sci-tech innovation ability of Zhejiang province and realize harmonious development of three aspects. Then it will do some researches on Sci-tech innovation performance of Zhejiang province and state-owned and large non-state industrial enterprises to make scientific and rational evaluation of validity of new policies and provide the basis for deciders who will implement specific policies and guidelines. Lastly, it will approach the validity and the practical problems which Sci-tech innovation policies will face and put forward some countermeasures.
