As China's macro-economic policy to make major adjustments, the Central decided to add 4 trillion of government spending focused on infrastructure, so many construction projects and huge investment appear in China. As the infrastructure has the technical conditions and natural conditions are complex, long construction period, many factors of uncertainty,higher risk characteristics, so formulate scientific and effective cost control is especially important, but our cost-control research and application lagging behind.In this article, contrary to project cost control isolated duration, quality control situation, from an all round view of the project cost control in conducting research in multi-objective optimization based on the concept of cost control. For this purpose, studying the cost and duration of the interaction and proposing concept of effective duration and composition; based on the duration of effectiveness building a mathematical model of cost and schedule, and analyzing a mathematical model of cost and schedule variation; By analyzing the cost and quality of interaction, proposed concept of reasonable quality; reasonable quality is essentially the cost and quality of coordinated control, so described the coordinated control methods and measures for coordinated control; and proposed a very important measure of quality cost optimization and control; By analyzing the cost, duration and quality of interaction among, established different forms of constraint optimization model under the theory of constraints; In theory of utility function,established cost, duration, quality of multi-objective optimization model; In the model algorithm, designing two types of computing matrix operations, using MATLAB software to solve the multi-objective optimization model solving complicated problems.Articles empirical analysis showed that the multi-objective optimization theory and methods to determine the project cost under control is feasible and science. The research results for improving the level of cost control has a practical guide, and supplying a new way to further research of the cost control methods more comprehensive, systematic and scientific.
