Project Design For The Reform Of Rural Electricity System Of GanSu Province

Rural electricity system of Gansu Province has not been straightened out for long time. The mandatory mode has played a important role for the development of rural electricity enterprises from 1998. But as a interim mode, it has also restricted the growing of rural electricity enterprise with the time growth. Based on state policy and reform practical experience of other provinces, this study analysed three feasible modes for rural electricity enterprises in Gansu and concluded that property right free transfer is doable project fitted for Gansu province circs stage by stage.The study designed compositive evaluation former of enterprise strength and firstly measured every rural enterprise through area economics, management, employee, management target. The order of rural enterprise strength can provide valuable references for choosing experimental unit.This study also introduced the disposal methods of local government's assets, employee, social security, revenue in the rural electricity system reform, and submitted solutions. At the same time, author quested for the setup of outfit after the property right of rural enterprise transferred Gansu electric power corporation. Based on the above results, author devised project design for the reform of rural electricity system of Gansu province.
