The Research On The Strategy Of Industrial Development In Gansu Under The Background Of A Low-carbon Economy

Global climate warming has a profound and extensive impact on the earth's ecosystems and human society. Adjusting the energy structure, improving energy efficiency, reducing the dependence on fossil fuels, slowing resource consumption rate to reduce co2 emissions, is the key to solve global warming and energy crisis.At present, Gansu Province is in the process of rapid industrialization and urbanization, inevitably will consume a lot of energy and resources. The industrial sector is the "carbon-intensive" industry in the national economy, it significantly has a "carbon lock" effect. In "resource-dependent" industrial development process of Gansu province, as far as low-carbon factor concerned, planning ahead is an important measure to meet the challenges of the era of low-carbon economy. This paper conducts a study on the strategy of Gansu low-carbon industries development from two different fields:firstly, study on policy, including a unified planning, policies improvement, the industrial structure adjusting, industrial upgrading promotion, establishment of a market mechanism, promotion on science and technology innovation and application; secondly, from the perspective of the main party in low-carbon economy, to consider the low-carbon economy impact on the government, markets, enterprises, the public and other participants involved in the policy, and their reaction on low-carbon economic development. The full text is divided into four parts:Introduction section. To introduce the background and significance of low-carbon economy development in Gansu industrial, summarize the research ideas and methods;Part II. To introduce the status of industrial development in Gansu Province, point out the major problems Gansu facing in development of low-carbon economy through statistical and comparative analysis;Part III. According to the research situation, ideas and methods at home and abroad, combined with the relevant planning of the Gansu industrial economy, this paper try to produce the development strategy of the low-carbon industrial economy against the main problems faced by Gansu.Conclusions and Perspectives. On the basis of conclusion, the paper extends prospects of low-carbon economy development in Gansu.
