Development Sstatus And Strategies Of Low Carbon Economy In Kunming

The security of human survival is seriously threatened by the continuing global warming, highlighting energy crises and gradual deterioration of ecological environment. The low carbon economy, an innovative development philosophy, has been proposed to overcome these problems and improve the human living environment, and has become the global trend of economic development and a necessity in the pursuit of sustainable development of economy, society and ecological environment.Based on involved concepts and evaluation systems, this paper analyses the essentiality of low carbon economy and points out that technical innovation is the core of low carbon economy. It also establishes an evaluation system which can comprehensively reflect the development of low carbon economy in Kunming. The evaluation system includes25evaluating indicators across four aspects, economy, science technology, society and environment. Under this system, it then evaluates Kunming’s statistical data from2005to2010in the analytic hierarchy process, and concludes that Kunming’s development level of low carbon economy is rising, but it is still within the scope of intermediate/high carbon economy by2010.Furthermore, the major factors behind the phenomenon are analyzed and targeted strategies which cover energy structure, industrial structure, urban construction, policy and regulation and public opinion are proposed on account of successful experiences of the development of low carbon economy both at home and abroad. It provides helpful reference for the development of low carbon economy in Kunming.
