Study On The Countermeasure Of Urban Infrastructure Project Financing In Zhangye

Urban infrastructure as a basis for survival and development of cities has been playing an irreplaceable role in the city's economy and society. Local governments at all levels especially in the western region have attached great importance to the construction of urban infrastructure. Zhangye as the center city of Hexi Corridor affected by the shortage of funds this "bottleneck" of the constraints, its infrastructure has been lagging behind in economic and social development. With the increasing population of Zhangye and the continuous improvement of the level of urbanization, urban infrastructure is bound to put forward higher requirements. How to break the bottleneck of funds and design reasonable and feasible urban infrastructure project financing programs is of great practical significance.The paper based on the theory of urban infrastructure construction financing has been using the methods such as combination of theory and practice, cash flow forecasts, comparative analysis and risk analysis and so on, and proposed the infrastructure financing program which is the strengthening the marketization of main finance and using the multi-channel financing through the depth analysis of urban infrastructure financing current situation in Zhangye. The program specifically refers that Zhangye government strengthen the level asset management and financing ability of Urban Development Investment and Development Co., Ltd through the allocation of assets, the implementation of franchises and integration of the functions of the Land Reserve and so on. And the same time, Zhangye Urban Development Investment and Development Co., Ltd finances urban construction funds through the multiple channels such as the unity for loans, Land transfer, Trust Financing and the issuance of enterprise bonds etc.
