Research On Coordination Model Of Development And Preservation In Hunan Ancient Villages & Towns

With the fast development of modem social-economic formation and the continued expansion of cities, ancient villages& towns have been given a new impetus. At the same time, the rapid variations have caused some destruction to a certain degree. That, the problem between development and preservation for ancient villages& towns, causes serious concern to the government departments and scholars from all social sectors.Based on the analysis for types of Hunan ancient villages& towns, architectural form, national culture,and current situation of protection, the comprehensive evaluation model is created by analytic hierarchy process and fuzzy comprehensive evaluation.Nevertheless, some problems, such as the worsening natural environment, the poor public facilities, hollow of ancient towns, lack of protection consciousness and so on, are becoming more serious. This treatise, from macroscopical and microcosmic aspects, explores a reasonable protection scheme and puts forth concrete problems act in protection, while adhering to the principles of preservation.Historical heritage will be inherited better by protection, and it can enhance the protection of historic heritage that developing tourism business. On the basis that we make clear of the reasons and goals to develop tourism business protectively, and solve the problem how to realize the harmony of preservation and development we make a summary three Development Models:a model in which government plays a leading role,a model in which the government cedes the right to work the enterprise, and a model in which community plays a leading role.Taking Huang Siqiao ancient town as an object of study, This treatise, on the basis of concrete conditions of the ancient town, gives a SWOT analysis and put forward a comprehensive evaluation model to estimate the value. In the study of the Development pattern of the Huang Siqiao ancient town, Stakeholder theory is introduced to analyze three main stakeholders such as The local government, Developers and the local residents. The key point of the Huang Siqiao ancient town development is to keep the balance of all stakeholders'benefits. So we advance the idea of Stock-Cooperation and specific measures positioning and estimating every stakeholder, limiting the roles and responsibilities of all stakeholders, promoting cooperation and supervision between each other, distributing profits scientifically and reasonably-for the development, which are based on benefit equilibrium and local actual conditions. It has both theoretical meaning and realistic background to explore the coordination model of development and preservation in Hunan ancient villages& towns.
