To a large extent, the Pearl River Delta regional economic development depends on many small and medium-sized enterprises (SMEs) in the region. Under the attack of the international economic crisis, some SMEs in textile and garment have closed down or beginning to move out of the Pearl River Delta. This shows the textile and garment SMES' great vulnerability to survive. Previously, the Pearl River Delta textile and garment SMEs exported most to the European and American markets. But the international economic crisis greatly reduced their orders. In addition, more and more European countries and America are increasing the difficulties for market access. With limited resources, SMEs in textile and garment completely lost their comparative advantages in European and American markets. Southeast Asian markets are one best alternative. This paper studies how the Pearl River Delta textile and garment SMEs marching in the Southeast Asian markets. It firstly analyzes the current situations, then points out the necessities the achievements already made by the Pearl River Delta textile and garment SMEs in Southeast Asian markets. Chapter three deals with the textile and garment industry in 10 ASEAN countries one by one and gives out the policy recommendations accordingly. Through this primary study, the author hope she could find some practical measures and theoretical foundation for the Pearl River Delta textile and garment SMEs for marching into the Southeast Asian markets.
