Non-governmental organization performance assessment is accompanied by a non-governmental organization, since it with non-governmental organization in the day-to-day management of the closely related, and also a strong operational reality, so explore today's non-governmental organization performance management approach, is a key element to promote non-governmental organization performance management work. For non-governmental organization, only performance management enhancement to healthy development, the organization continued to gradually powerful, flow of resources to ensure the implementation of the organization's mission.The balanced scorecard, as a new strategic management and performance evaluation tool, is a measure of non-governmental organization performance management of a comprehensive and effective way. It estimates the non-governmental organizations performance management from four aspects:financial, customer, organization internal execution, learning and growth. To formulate and resize non-governmental organization strategy objective, services non-governmental organization on survival, development, play an important role on non-governmental organization's development policy.This article using an empirical analysis of the theoretical analysis methods. Based on the principle of theory with practice, this paper rooted in the principle of balanced scorecard, and specific application of the principle of non-governmental organizations on the study of performance management, the author analyses the necessity and feasibility of balanced scorecard for non-governmental organizations performance management, and take Plan International (China) as an example, combine the organizational strategy and day-to-day operations, from promoting organizational resources maximum potency, completing performance levels, to introduce a balanced scorecard system, gives practical suggestions for improvement, eventually building a full-featured, proven non-governmental organization performance management system.
