ABSTRACT:China is a country proned to disasters, unexpected major natural disasters often cause significant casualties and property losses, it needs to deploy a large number of relief supplies for the ambulance and transfer the injured, health and epidemic prevention, stable order, Anzhi victims, etc.. If you can not mobilize efficiently in a short time-related disaster relief supplies to distribution points and be reasonable, not only will make people's lives at risk, but also the security and stability to the country a huge impact, so that disaster turned into a disaster, its terrible consequences.2008 earthquake and the 2010 earthquake had just occurred Yushu in Qinghai Province made us understand that sudden natural disasters need to improve the response, management of relief supplies to deploy the urgency and importance. Academia and relevant government departments give this area a high degree of concern and attention, "scheduling and distribution of relief supplies" becomes an important study area of logistics.An important promblem is how to quickly develop an appropriate scheduling program, in large pool of relief supplies in choosing the appropriate material supply point of relief materials as soon as possible from various supply points to deliver to the materials distribution center, and fair and efficient deployment of relief supplies from distribution centre to disaster areas all relief centers to transport to the affected area, and needed relief supplies such as food, clothing, tents, medicines, medical equipment, life saving equipment, to win more time to the maximum extent of the disaster relief and reduce losses.From the perspective of humanitarian and public welfare, this paper analyzes the characteristics of the deployment of relief supplies, from the perspective of the supply chain function of the relief supplies system, then gives a specific analysis the deployment process of the material at all stages. On these basis, proposed the deployment of disaster relief supplies center established distribution point for the supply chain structure, based on the actual situation, the deployment of relief supplies will be divided into two sub-problems:multiple supply points selection problem and material distribution problem within the disaster area, and constructed to solve these two problems for the model and algorithm, both of which are related to each other through the equation of the consumption speed and distribute speed. In the solution of multiple supply points selection problems, according to the actual situation that relief supplies for sudden natural disaster are the multi-materials on demand and the distribution speed is limited, this paper put forward multi objective scheduling model and solving method which is based on continuous consumption.In resolving the problem within distribution of relief supplies against natural disasters, the distribution center with limited capacity, and in order to distribute relief supplies to disaster areas through the distribution center within the various rescue center in the group's ideological basis for clustering, firstly, groups divided by age, determine the allocation of priorities, and then in accordance with the scope of the area of disaster relief centers extent of sorting within each group. Within each group needs to make the difference as close as possible, based on the principle of least absolute deviation, and establish a group within the most fair and equitable distribution of resources model, the center should distribut various relief materials to the number of batches and the specific distribution scheme.Finally, take the Guangyuan earthquake as an example to verify the feasibility of the algorithm which has been given for solving a more comprehensive program, show that the proposed the practical value of the solution for the scheduling and distributon prombles of relief supplies.
