This paper introduces the basis of Knowledge Management (KM) and Knowledge Management System (KMS); then it presents the intension of components of KMS in the Knowledge-Based Enterprise (KBE) and the connection among them due to the characteristics of knowledge-based enterprises and knowledge management methods. Then it discusses how to implement KMS and build up the knowledge discovery mechanism by using the algorithm of Fuzzy Case Based Reasoning (FuzzyCBR) meanwhile optimize it via combining the weight-busied modification method and holographic difference modification method.As a typical knowledge-based enterprise, Cisco System (China) is selected to be the targeted enterprise for research. The paper analyzes the current situation, problem of knowledge management and studies on the obstacles which influence the effect of KM in Cisco by investigating critical factors of company, strategy of development, structure and implementation.After investigating current situation of KM in Cisco System (China), the related data of KM is collected from common employee and managers. After analyzing those data, the paper classifies all the staff by profit group based on the theory of Knowledge Management Scenario, hence allocates specific Support Unit for each profit group defined by determination for profit-oriented group.In view of the above-mentioned facts, the paper illustrates the logic flow chart of KM for Cisco System (China). Subsequently the paper defines all standard modules which sustain all Support Units and constructs the comprehensive function chart found on knowledge coding, career path building for employee and human network. Furthermore the paper imports the knowledge discovery theory for KMS to maximize the profit from KMS. Then combines the features of knowledge, architecture of knowledge management software, knowledge converting theory and CBR to build the specific models for knowledge discovery and then describes all blocks within it. Later, the paper investigates the transition of decision-balance through two processes (SAST and coordination).The paper explores that the profit pursuit and purpose of profit groups are conflictive. The previous conclusion shows the approach has to be achieved via adjusting the profit acquirement for all aspects on account of Soft Systems Methodology & Interests2Coordination SSM. Finally the KM implementation plan is established according to the measures for maximizing profit, which combines the five steps, including knowledge acquisition, sharing, utilization, storage and creation, to maximize the usage of knowledge in enterprises. Meanwhile the case study can be used as a good reference for knowledge-based enterprises to implement KMS.
