Research On Institution Innovation Of China's New Energy Economy Development Process

Recalling the course of development of human society, it's not difficult to find that the history of human civilization is in fact the history of looking for and using the energy. Energy Play an extremely important role in the process of development of human society.Without energy, life and production activities of human society will cease! After firewood era and coal age, human society entered the oil age. Dependent on the fossil energy oil, human has created unprecedented material; however, heavily dependent on oil, human has also planted the seeds of the crisis. Not only the increasing depletion of oil resources, the global energy supply has become tighter, but also a lot of oil consumption has caused tremendous damage to the global environment where human lives. Human Have to re-examine and locate the issue of energy. Through arduous exploration and bold attempt, human has found a way out of the dilemma - changing the structure of energy consumption, developing and utilizing the new energy, building clean, sustainable new energy economy.However, to develop new energy economy, create new energy system, there must be suitable system. Therefore, we must establish an institution through institution innovation, which is suitable for the new energy economy, to promote the development of the new energy economy.China actively adjusts the structure of energy consumption and develops new energy industries, in order to create a new energy economy. In this case, it is a very real, very significant major issue to study institution innovation during the process of development of China's new energy economy. I hope that the thesis could provide theoretical and practical guidance for promoting the building process of China's new energy economic system and the development of China's new energy economy.This thesis, combining theory and practice, uses inductive and deductive, qualitative and quantitative analysis methods to study the issue of institution innovation during the process of development of China's new energy economy. The main research work includes the following:(1) Review the history of human energy use and explore the reasons for the change of energy timesSince the beginning of using energy, human has gone through the era of firewood, coal era, the oil age and now walks towards the renewable energy age. Through analysis, we can find that advances in technology are the main driving force during the replacement of the previous two energy times. However, the government-oriented behavior is the main driving force for the third change, renewable energy to replace fossil fuels. (2) New Energy and Features of the new energy economyThis paper describes the types and technologies of new energy, and the characteristics of the new energy economy were summarized, while pointing out the advantages of the new energy economy: flexibility, environmental friendliness, sustainability and so on.(3) Current situation and problems of the new energy economyThis paper gives an overview and summary of the current development situation of new energy economy, respectively from international and domestic. At the same time it points out that there are many problems with the new energy economy, such as not varied Investment and Financing mode, high electricity prices, small market capacity of consumption, not perfect mechanism of the market, but the Institution issue is the most fundamental problem.(4) The reasons for failure of the market mechanism of new energy economyFrom economic theory, such as the externality theory, government intervention theory, the paper gives an analysis of the reasons why does the market mechanism of the new energy economy fail. The results show that the failure of market mechanism of the new energy economy was due to the external benefits characteristics. So, the government needs to intervene and innovate on the institution of the new energy economy.(5) Institution Change and its dynamic mechanism The paper points out institutional change is the transition process from one institution to another, however, institution innovation not only requires changes in the system, but also put great emphasis on efficiency. It requires the new system is more efficient than the old system.In addition, this paper constructs the dynamic mechanism model of institution change, and reveals that the intrinsic motivation of institution change comes from the pursuit of interest.(6) Analyze the current institution of china's new energy economy and propose innovation strategyThe changes course of china's new energy economy system was reviewed .And then the current system of china's new energy economy was analyzed and the flaws that the current system has also was pointed out. At last, this paper puts forward the counter measures and suggestions about china's new energy economy institution innovation.In addition, Dunhuang 10 MW photovoltaic power plant tender was introduced as an example reveals the particularity and complexity of institution innovation of China's new energy economy.The new energy economy is a new socio-economic pattern. It is of great significance for the development of human society. In recent years, China's new energy economy has developed rapidly, but the institution is still relatively backward.
