Within worldwide energy crisis in the1970s, with rising energy prices, the cost of global energy consumption is greatly improved. Western developed countries have started to look to rely on their own resources, save energy and improve energy efficiency in the use of energy saving. In response to the energy crisis, the United States first proposed a dependency on market mechanisms to promote the new energy saving mode, a new mechanism-Energy Management Contracting mechanism, because this mechanism in line with Western countries on energy conservation urgent needs, spread rapidly in Western developed countries.This new mechanism has been introduced into China since the1990s, nearly20years, but for various reasons, the Energy Management Contracting mechanism has not been widely recognized nor accepted by market in our country. This paper describes the development process and the status quo of Chinese and foreign Energy Management Contracting, of foreign Energy Management Contracting and policy analysis and propose appropriate measures to policy barriers exist, and the development of energy management contract in China.
