Human Resources and Social Security and the Ministry of Finance jointly issued the "institution staff pension reform pilot program" in February 2009, the pilot places come to a standstill in a year later which Program issued , Reform encountered strong resistance, the "program" design has yet to be optimized in some extent. This papers study the endowment insurance system of public institution used the background above.In this paper, "The pilot program of public institution staff pension reformation " as the starting point, it proposed endowment insurance system reformation of public institution is very great need and urgency .It shows in three aspects: First, the lack of fairness in endowment insurance system of public institutions . It showed a fair chance, and displays the results of fair. Second, lack of System unity. System is not unified can lead to the talent flow rational, and become a shackles of talent flow. Third, pension reform institutions urgency - Lack of sustainable capacity of institutional development. It reflected in the financial burden too heavy, the system difficult to adapt to socio-economic development, the challenges and opportunities of globalization.Reform is urgently needed based on the analysis above,But The first of reform is to understand the difficulties of endowment insurance system reformation.The difficulties of reformation are:First, the dilemma of public institution merged reformation with the pension insurance system : If public institutions choose the same pension calculated and paid of businesses, will reduce the expected treatment of institution staff, reformation is bound to shock; if to keep the institution treatment of retirees to the premise, then the poor treatment still exist which formation of two endowment insurance system, it will contrary to the reform mind.Second, prerequisite of institutions pension reform is not mature.1. The reform of the personnel classification system is slow and affect the process of endowment insurance system reformation of public institution; 2. Wages, welfare reform incomplete, difficult to determine base pay.3. Enterprise annuity system is not perfect, influence the establishment of occupational pension schemes and role play. Problem has been clear, the reformation needs to sum up past experiences to learn.The third part (Chapter IV) reproduce the situation around the pilot area.Reveal us the following:endowment insurance system reformation of public institutions is expected to be healthy, to avoid system risks; to clear the process of reform and national mandatory rules; should strengthen the role of occupational pension; institutions and public servants maybe use "big transition" type of pension reform.Reference to American public officials (they are similar with public institutions in China) pension insurance system, "a unified pension system and developed professional pension."At the conclusion of the Institution pension reform proposals' deficient and inspired,proposed the principles of endowment insurance system reformation of public institution:First, Taking into account the principle of unity and difference. Institutions and enterprises have a unified pension system, but the unified system, not mean equal treatment.To reflect the characteristics nature of the institution practitioners and , are generally slightly higher than the level of corporate staff pension to stabilize the team, and serve the community better.Second, the principle combination of equity and efficiency . The core issues of the social security system are equity and efficiency, during the reformation process of pension system institutions , we should clear Backwards, that is, "Fair and efficient," This is a necessary requirement for social redistribution.Third, Equal to the same rights and obligations.Reforming for pension system of public institutions, largely to strengthen the sense of personal involvement, specifically personal responsibility in the pension .Fourth, higher-level, to achieve unified management. Old-age pensions should be gradually National Co-ordination in order to increase the value of the Fund. Human Resources and Social Security Department unified manage pension insurance of institutions and enterprises, to avoid the multi-sectoral management separately, passing the buck. Proposed pension system reform of China institutions measures in sorting out these guiding theory .First, the implementation of multi-level system model ,"To implement the multi-level system model for a national pension (Pratt & Whitney-type pension) is zero pillar and social pooling and individual accounts for basic endowment insurance for the first pillar, the occupational pension is supplementary pension insurance as the second pillar " Second, Speed up the"social insurance"to develop, Through legislation to protect occupational pensions and pension automatic adjustment mechanism.To clear occupational pension' preferential tax policies in law, regulate the mechanism endogenous adjustment of the pension system, and enhance system stability.Third, speed up reform of the personnel classification system.Fourth, the promotion of wage system reform process.Fourth, To achieve the pension insurance institutions' social , to strengthen capacity-building managers.Through more than a series of demonstration, research, To improve the existing pension system as the goal , to promote reform to the smooth progress of Institutions pension for the purpose . For endowment insurance system in the larger context of equity and justice, for most people to share the fruits of economic and social development.
