Industry and Commerce Administration is a national important administrative department in maintaining the normal operation of the market to protect legitimate business, standardize the market order plays a vital role. According to the "PRC Civil Servant Law" on industrial and commercial authority to implement the various departments and staff performance appraisal is to improve the operational efficiency and work quality, strengthen the incentive and supervisory role in promoting the administration's scientific, institutionalized, standardized and modernized the important conditions, is to create people's satisfaction an important condition for service-oriented government. In this paper, an analysis of the performance appraisal program in the Industry and Commerce Administration Bureau of Shenbei District, target systems, processes and problems with the current management of the most popular approach is proposed. The improved program of the performance appraisal system is discussed in the paper. The implementation process and the results of implementation and the project management are evaluated. The main contents of this article and perspectives can be described as follows:In the introduction, the article outlines the performance of civil servants in government agencies assess the importance of that branch of business management Shenbei performance appraisal problems, pointed out that the study these issues in order to improve the implementation of performance appraisal methods can improve the industrial and commercial Authority efficiency and satisfaction of the people, for cadre training, selecting and enhancing the concept of government performance. The research methods and the paper structure are introduced in the preface.In the first chapter, Introduction of Shenyang Northern industrial branch organizational structure and functions, performance appraisal process and performance indicators and an analysis of the Shenyang Branch of the former Northern industrial performance evaluation of several major problems exist, namely: lack of a unified design, target is not clear, scientific indicator system, performance appraisal process was not standardized, and poor examination results usability issues. And pointed out that led to these problems because: there are three difficulties, management philosophy behind, there is no advanced theories as a guide, position the lack of detailed analysis, managers, performance management, lack of capacity, policy and resource allocation imperfect. Therefore, it need for performance appraisal system to improve the original design.In the second chapter, this paper discusses the performance evaluation, Shenbei Branch of the purpose of improving the project design, the basic idea and design elements: the use of human resources theory as a guide to address the institutional framework, including performance appraisal project. Concludes with a list of performance appraisal is also matched, and in order to stimulate the examination results for the purpose of the application of policies.Chapter III discusses the performance evaluation of the implementation process to improve project management related issues, including the implementation of performance appraisal implementation of the project plan: project implementation process; project implementation in the process of inspection; project summary and improvement. And noted that the implementation of the PDCA cycle of project management methods, sustainable improvements in performance appraisal process and improving the performance evaluation results.Chapter IV combines Shenbei trial after the implementation of the North Branch of the situation analysis of performance evaluation to improve implementation of the project results, the effectiveness of project management, operability, innovation also carried out an assessment. There are still issues include some work can not be quantified, partial dislocation will appear oriented, system and indicator system needs to be further refined. On these issues, this paper also gives thoughts to solve.In the final, the paper summarizes the main conclusions, namely:Adoption of management by objectives method, the balanced scorecard, key indicators of law, the whole perspective of assessment method to set performance targets and the establishment of evaluation index system, so that the North Branch of Shenyang performance appraisal system more scientific, more targeted.In the performance appraisal process by adding performance, communication and counseling, performance feedback and complaints and other links, so that the performance appraisal process more scientific and perfect.Performance appraisal work to be effective, there must be a sound fit with the results of evaluation of performance pay, promotion, training, incentive systems (policy) as a tie.Performance evaluation to improve project management in accordance with project management ideas, through the planning, implementation, inspection, review and improvement, that is, PDCA cycle, so that project management to become a well-targeted, process controlled, continuously improve the organizational efficiency of a benign system. Project management is highly feasible, theory and practice of innovative obvious.The improvement project of performance appraisal in the Industry and Commerce Administration Bureau of Shenbei District proves to be good. It has achieved the desired purpose. The project's main design idea and methods can give reference to the management of public affairs agencies.
