ObjectiveThe management report of National Natural Science Foundation provides a detailed and comprehensive understanding of the support unit for the project management and hearing their views and recommendations.It is an important way for the National Natural Science Foundation Committee (NSFC). This study relies on the 1174 units in 2007 reported a management report to analysis and understand the lack of entries situation on the unites of different nature and regions.By comparing the different natural units' management report,to understand the average scores and job satisfaction rates for NSFC in different natural units and different regions. On this basis, we analysis the hot issues of management report, and explore the report's problems in the form and content and provide the basis for the Foundation understanding the progress of units and find that the report's problems in the past and to improve.MethodsThe study objectives are the unites of registrations the reports. The objectives will be the units of the different nature and different regions in two categories. The all sample sizes are 1174 units, of which, by the nature of units, there are 67 subordinates colleges and universities, Chinese Academy of Sciences 105,448 local colleges and universities, other units 558. Units classified according to the unites of different region, there are 239 in East South of China,region 88, central region 103,439 in North of China, Northwest Territories 108, Southwest 104, Northeast 92, Hong Kong, Macao and Taiwan regions 1.According to the integrity of the contents and the missing items of the support unit for the management the comprehensive analysis are classified as "vacant, no, poor, medium, good" nine kinds of opinions will be divided into "vacancies, substantive comments and no substantive opinions".In order to quantitative analysis, we establish a database to carry out the percentage of statistics, analysis of variance, chi-square test. All statistical analysis was completed using statistical software spss11.0.Results1. The situation of integrity of different types of units'"management report"(1)The statistic on the missing of filling in the project of units in different natures: We compare the total numbers of missing items of the subordinates and universities, Chinese Academy of Sciences research institutions, local universities, other units, the highest of the other units, the least of the subordinate colleges and universities. Most colleges and universities subordinate's missing items variable is the "other" opinions; CAS'research institutes that the most variables are "audit and supervision" and "other" opinions in the missing items; local colleges and universities most often missing variable is the "other" opinions; other units in the largest number of missing variable is the "other". The least missing items of every unite is "comprehensive analysis". All analysis shows that the largest variable of missing items is "other", missing rate is 91.5%, the least is the "comprehensive analysis", missing rate is 26.9%.(2) The statistics on the missing items of filling in the project of units in different regions:In east China the most variable of missing items is the "other"; In South China the variable of most missing is "Audit and Oversight"; In central China the largest variable of missing items is "other"; In North China the largest variable of missing items is the "other"; In northwest region the most variable of missing items is "other"; In southwest region the most variable of missing is the "other"; In northeast region, the most variable of missing items is "other". Every region's the least missing variable is all the "comprehensive analysis". All analysis shows that the largest variable of missing items is "other", missing rate is 91.5%, and at least for the "comprehensive analysis", missing rate is 26.9%.2. The comparison of the average score of filling in the project and work satisfaction for the Foundation in different natures of units(1)The comparison of average scores on the management report in the different natures' unites:Among the different natures' unites, the filled situation is different. By comparing the average, we find that the "comprehensive analysis", "management problems", "application processing," "support management"" the final management "," financial management"," information management"," international cooperation "," training"," audit and oversight" are significant different, indicating the differences among the different natures'unites on filling the report. The total score is the highest in the universities for the subordinates, to 1.78, the lowest for the other units, to 1.38. The maximum number of variables is integrated analysis, to 2.31.The lowest is "other", to 1.14.(2)The comparison of the job's satisfactory rate for foundation's management in different natures' unites:Among the different units, there are significant different in the comprehensive analysis, empirical issues, the application received, funding management, knot problem management, information management, international cooperation, training, audit and oversight. Among them, the highest rate for the total subordinate is colleges and universities, the minimum is other institutions. The most substantive comment is in the training aspect, with rates of 20.1% and the lowest for the comprehensive analysis, the rate of 2.3%.3. The comparison of the average score of filling in the project and work satisfaction for the Foundation in different regions'unites(1) The comparison of average scores on the management report in the different regions'unites:Among the different regions, the difference of "comprehensive analysis" and "management issues" is significant. The score of a comprehensive analysis is the highest for the 2.31, the lowest for other opinions and suggested, it is 1.14. The highest mean is in the southwest region, for 1.55 and the lowest is in the Northwest region, for 1.37 (except for Hong Kong, Macao and Taiwan).(2) The comparison of the job's satisfactory rate for foundation's management in different regions' unites:The comparison of different regions for the rates of job's satisfaction:A comprehensive analysis of different regions and experiences is significant difference. In which the highest rate for the total Southwest, its ratio is 11.0; the lowest is in the Northwest region, which ratio is 6.0. In various regions, the most substantive comments and recommendations is training, their substantive views on the number of accounts is 20.1%. A comprehensive analysis's rate is 2.3%, in the various it is the lowest.4. The substantive comments and suggestions of the units are analyzed:The system of Fund's declaration is imperfect, prone to error generation; Foundation's support have not done enough, particularly in central and western regions and colleges and universities; management-related regulations is not perfect, some aspects do not make specific provisions; some requirements and considerations are no clear, which makes work units can be wrong; To the training of units on different levels we have not done enough in their work, because the practical understanding of the work is inadequate. It generates errors; The right parts of the information do not timely released to support units, so the work of the units becomes very passive.Conclusions1. The analysis of missing items of different types of support units on the complete "management report". The missing items of different types of units in the overall analysis:The variable of most often missing is the "other", the least for the "comprehensive analysis"; On the missing items of different regions, the overall analysis show that the variable of the most often missing is "other", at least for "comprehensive analysis".Foundation can enhance the support of the training and reform the management report on the form and content, and improve the process of information gathering.2. The comparison of submitted Management Report among units of different nature:The analysis of variance in the different nature of units:Among the unites of different natures there are differences among analysis, empirical issues and the application acceptance, funding management, and knot problem management, financial management, information management, international cooperation, training, audit and supervision of opinions. In the chi-square test, the most substantive view is training, the minimum for a comprehensive analysis. All units confront the specific situations are different in practical work, so a comprehensive analysis and experience is different and embody the characteristics of their own.3. The comparison of submitted Management Report among units of different regions:The different of comprehensive analysis and experience in the difference regions are significant. In the chi-square test, in the various regions, the most substantive comments and suggestions is training. It is related to the human environment and natural environment.4. The distribution of substantive comments:In the different units and different regions, the overall distribution of substantive views is the same, the substantive comments and proposals are mainly concentrated in the "Fund application acceptance" and "training and relied Units management ". Foundation can increase support for the training, fund projects, improve the application acceptance system, and make policies and standardize.
