A Research On The Dilemma Of Regional Public Goods Supply And Policy Options

Under the current background of the globalization and regional integration, in various regions are in the deepening political and economic ties. A large number of public problems crossing administrative subsequently emerged, with increasing influence to the entire region's economic and social development. In order to accelerate regional development, we must first solve these inter-district public issues. The key to resolve them is to realize an effective supply of regional public goods.The reality is concerned, China's current supply of regional public goods is faced with an embarrassment that there is a co-existence of insufficient supply and excess supply. Theoretical reasons can be tragedy of the commons, the prisoner's dilemma game, and the logic of collective action. In practical level, this condition is mainly by the institutional barriers between economic zones and the administrative, system defects of performance evaluation, uncoordinated relationship between governments and the game between regional governments. For the reality supply dilemma of regional public goods and the reasons mentioned before, this paper start with the basic theory of regional public goods, and then put forward the effective standards of regional public goods supply and the institutional recommendations on the improvement of the current status of regional public goods supply, which are to reform the administrative economy to the economic zone's economic, to establish a scientific and rational system of performance evaluation, to establish a mutual assistance relationship between governments and to build the cooperative trust.In this paper, the study on improvements in the supply of public goods, without denying the participation of market, civil, and social, will focus on regional levels of governments. It emphasizes that all levels of governments should and can take on more responsibility, to play a greater role on regional public goods supply. This is determined by the own characteristics of the regional public goods. Suggestions for improvements in specific, I not only like the large majority of scholars to focus on breaking the institutional obstacles, to improve the performance evaluation system and inter-governmental relationships, but also from Zhang Kangzhi's "co-operative Trust", a new dimension in the current situation under the post-industrial society, try to think this issue in the macro level.This paper is divided into six parts:Chapter I is mainly on the overall research background of regional public goods supply and the review of related research; Chapter II starts from the analysis of the concept, classifications and characteristics of regional public goods to find out the specificity of regional public goods compared with the general public goods; Chapter III expounds the current reality dilemma of China's regional public goods supply and the adverse impact of it, and then emphasizes the importance and necessity of improving the current status of regional public goods supply; Chapter IV analysis the theoretical and realistic reasons of the current regional public goods supply; Chapter V aiming at the current dilemma of the regional public goods supply, combined with the reasons analysis before, the paper tries to provide some recommendations for improving the current regional public goods supply; the final conclusion makes a summary on the study results and the progress of the full paper.
