The Research On Stakeholders' Response Strategies In Large-scale Projects

Abstract/Summary:
During recent years, China's government investment has been greatly increased, investment and the construction of many large-scale projects often requires government and a number of organizations to complete. For the case that more organizations complete a project, each organization generally have a number of other projects which need to be done, so in order to pursue their interests at maximum efficiency, their decision-making results cause that priorities to join in the project are not always the same which would increase the possibility of project delay or failure. The research on project management and multi-project management can't provide strong theoretical and methodological supportion and raise the success possibility of these multi-organizational cooperation projects. Base on this condition,we need to carry out new research from the perspective of project governance instead of project management to establish effective project governance mode which will give satisfactory solutions to improve the success rate of the project and make the participating organizations satisfied.The core of project governance is the regulation relationship between stakeholders, and the traditional stakeholders'management theory only takes the single binary relationship between the individuals and one single project into account, which is each stakeholder involved in the project will influence the success of the project in the process to achieve their own needs. However, the theory does not recognize the social network relationship between the stakeholders, for their strategy are effected by the network's structure itself while each stakeholder's position in the network and the close relationship with other relevant ones will influence their acting strategies reversely.The stakeholders in the social network theory points that stakeholders are embedded in a social network constituted by several formal or informal relationships, and the project is a multi-organizational network in which the stakeholders' behavioral strategies and results are affected by their relationship embedded in social network, therefore, so to get its behavioral strategies and results,the characteristics in particular social network should be considered seriously, that is the prerequisite for project success is how to choose their own response strategies according to their own social network positions and other stakeholders'strategies in the same network.From the perspective of muti-organizational network, this paper constructs the stakeholders'social network model in large-scale projects according to the classification analysis of the relationships between them networks to provide a basis for their behavioral strategies based on the two network dimensions, and then through the identification of stakeholders'relationship risks, the essay put forward the process of stakeholders'risk response strategies in the perspective of project governance, that is,firstly complete the course of stakeholders'requirements mining and the identification of their relationship risks, and choose the appropriate response strategy and measures on account of the calculating results of the social network model to achieve the objective which is to improve stakeholders'response efficiency and enhance its impact on other stakeholders in the shortest time by using its position in the network.
