Research On Public-private Partnership Project Social Network Governance Model

Public-Private-Partnership(PPP)is a kind of cooperation mode between government and social capital side which has been vigorously advanced by the government in recent years,which shows great superiority in terms of financing,technical level and risk sharing.However,in practice,it exposed some problems due to lack of experience,such as uneven distribution of rights and interests,unreasonable risk sharing,confusion in the roles of government and private and other issues.And the project governance is the process of project stakeholders to control the role of the relationship,so these surface problems exposed by the failureof the PPP project actually reflect the problem of project governance,so this paper uses the relevant theory of project governance to analysis.The object of this paper is the governance structure model of PPP project.The PPP project is actually a temporary organization built for a specific purpose,with a large number of stakeholders,and the relationship between the stakeholders is complex and it constitutes a network.Social Network Analysis(SNA)is a method that uses nodes and lines to describe the relationship network between members which is applicable to the analysis of relational data.It can not only reflect the individual’s impact on the network,but also study the impact of interaction between groups on individual behavior.Therefore,this paper chooses to use SNA to describe and analyze the PPP project governance network structure.This study focuses on three key issues:"how to build PPP projects" governance network model of different stages","how can disadvantaged stakeholders optimize their own governance network structure" and "the impact of stakeholders’ individual behavior on the overall network structure and other stakeholders".This paper uses SNA to establish PPP project governance network model which will show the project governance structure.First,this paper identifies the PPP project stakeholders,and then gives the relationship between the stakeholders the multi-value empowerment,determining the points and lines of the project governance network.Stakeholders at the inferior position build alliances with key stakeholders to reduce their individual network risks and optimize their own network structures.The analysis of indicators will show the effects of alliance strategy on the overall network structure and other stakeholders.This paper chooses X City PPP sewage treatment project as a case to analyze the above research process.Based on the analysis and research results in this article,it answers the three key questions and puts forward some governance strategies and suggestions which provide a new perspective for the PPP project managers.
