The Analysis Of The Efficiency Of Lottery Tickets As A Public Funding Method And The Welfare Effect

This dissertation analyzes the different effect of the issuing the welfare lottery tickets on each province.As the only one lawful gambling games,and because of it is public welfare benificial, lower cost,and compared lower negative effect,the government prefer to issue lottery tickets to financing more public goods. And at the same time,it also could reallocate the social wealth and improve the welfare of the whole scciety.However,there are many different opinions about the"public welfare"of lottery tickets,then many scholars doubted its justice and analyzed its effect on the public welfare through different means.Among those viewpoints,the most related is that the lottery ticket is a kind of tax in disguise which may be regressive.As the past researches,those regular buyers of the lottery tickets coming from the the lower income group,while the most beneficiaries are those people with higher income. Therefore, no matter whichever channels the money goes through into the financial system again,raising public fund by this way will hurt the welfare of the low-income people to some extent.According to this issue,the writer analyzes the public welfare effect of our country based on the past years sales data of the welfare lotteries and the Statistical data related to the national economy. And because of the vast discrepancy among each provinces,this dissertation also analyzes the different effect on each province.The result shows that,the money which is used to buy lotteries ectrude a portion of the residents'consumption expenditure.Meanwhile,the operation efficiency of different province show us diversity which is due to the different operating costs and the level of development of the local lottery market.For such cases the issuer of lottery tickets should continue to extend the lottery market and pay attention to the differences in various market segments, and make efforts to improve the operation efficiency, for different regions adopt different policies, to improve the welfare level of society as a whole.
