This research is to explore the competency model of middle managers in state-owned enterprises in Chongqing by using BEI, Questionnaires, Delphi method and so on. This study includes three sub-studies:The first study is to interview 30 middle managers including excellent group of 15 people and common group of 15 people from state-owned enterprises in Chongqing through BEI. Then, the material from interview was ordered and pre-coded. Eventually, Competency dictionary for middle-level managers in state-owned enterprises of Chongqing, which includes 28 competencies, was made by modifying, adding and deleting original competency dictionary.According to Competency Dictionary for middle-level managers of state-owned enterprises in Chongqing, I coded and classified 30 items. The consistency coefficient of classify is 70.95%. And then I did statistical analysis. Through analyzing the scoring and length, I compared the excellent groups and common groups on every competency when mean is taken as index combined with frequency and the highest score. Based on the comparison, I constructed a competency model with multi-level and multi-dimension for middle-level managers in state-own enterprises of Chongqing. Study 2 is to design the formal questionnaire for middle-level managers in Chongqing based on Competency model. Study 3 is to test structure of model through surveying and testing reliability, validity and discrimination.The following conclusions are made by the above research.1. According to analysis of scoring indicators and Interview length, in this study competency model generated by BEI has good stability and distinction because the average scores on competency is the best indicator. The highest level score on each competency has good distinction ability, but not stable enough. Although the frequency is influenced by the length of interviews, but to a certain extent it can reflect the characteristics of regular behavior of subjects at workplace. 2. Through statistical analysis of data from BEI, competency model for middle manager in state-owned enterprises of Chongqing was built, which includes four major groups namely execution, development, leadership, communication, and 12 competencies namely planning ability, organizing ability, monitoring, achievement orientation, learning ability, influence, personnel training, motivating subordinates, thinking, teamwork, interpersonal coordination, interpersonal understanding.3. According to the competency model, we have compiled a 38 question of "Initial competency Questionnaire for middle-level managers in state enterprises of Chongqing ". And we did survey in six state-owned enterprises of Chongqing, then statistical data analysis. Through exploratory factor analysis of data, we found that competency model including four dimensions: execution, development, leadership, communication ability. Execution includes planning ability, organizing ability, monitoring. Development includes achievement orientation, learning ability, personnel training. Leadership includes influence, motivating subordinates, think. Communication includes teamwork, interpersonal coordination, interpersonal understanding. Levels and dimensions of the present competency model constructed are reasonable. So finally we formed formal competency questionnaire including 27 questions.4. We issued 300 questionnaires by taking "Competency Questionnaire for middle-level managers in state enterprises of Chongqing "as a tool, and then collected the data. Through statistic analysis for reliability and validity, result indicates the reliability and validity of questionnaire is good so it can be valid tool. Additionally, the dimensional structure of competency model is valid through confirmatory factor analysis and distinction analysis.5. Compared with competency model of foreign countries, the competency model we got has 8 same items, but 4 different items. Maybe the reason is from cultural background. Compared with competency model of middle managers in state-owned enterprises of Shanghai, this competency model has 4 items different and 4 same items. From the perspective of result, the competency model in Shanghai is general but our model is specific.
