The Study On Employment Assistance Of City Vulnerable Group In China

The employment of the city vulnerable group is focused by the governments all over the world. Before the reform of the economic system, the city vulnerable group in our country is in a recessive state; however with the speed up of the reform and the gradual establishment of the market-oriented economy system, this state has changed to dominant. Especially during the turning of the economic system, the urbanization process is speeding up, and the employment situation is extremely severe at present. Due to the lack of working skills, the living conditions of the people from the vulnerable group are getting worse and worse, some of them can not even make through the basic living. Sometimes they are suffering the prejudice and discrimination from the society which make them much harder to stand than the difficulties in their livings.The formation of the city vulnerable group is a moving process, whose subjects are changing with the movement of the social economy, so what are the elements that make up the city vulnerable group should be assured to make the deployment of the work more effectively. The vulnerable group in this essay refers to the poor people in the cities, including none-employment family, the family with more than one people unemployed, the disabled people, the landless farmers, and the people of living under the poverty line who are unemployed for more than a year so on and so forth. The modifications should be made according to the specific situations in different places. More modifications will be made when the new situations show up.In the labor force market based on the efficiency, it is not realistic to rely on the self-adjustment of the market to solve the problem of the employment of the city vulnerable group, and it is hard for them to overcome the difficulties by themselves. Therefore how to increase the employment of the vulnerable group which needs the care and help from the government and the society naturally becomes the common concern of them. It is practically significant to analyze the present situation of the employment of the vulnerable group and the effect of this problem on the society and the employment assistance to help them fit in the society and become self-reliant and independent.In the body of this essay, the author illustrates the issue from following aspects: Firstly, the research results of many experts home and abroad are used as reference to analyze the limit and formation of the city vulnerable group, and the reason of the formation of this group, and the present employment situation of them in order to provide the practical basis of the employment assistance policy macroscopically. Secondly, the specific measures of how to carry on the employment assistance by other countries are introduced and hope to draw some lessons from them. Thirdly, also the important part of this passage, the author illustrates it in two parts, including what is the theoretical basis of the employment assistance and how is the present situation of the employment assistance in our country. The author adopts the measure which combines the theory and practice, fixed quality and fixed quantity to generalize and conclude the achievements and difficulties in the implementing process of the employment assistance policy; and proposes the guiding idea and policy advice to perfect this system.
