European ROHS Directive Influence Analysis And Countermeasure Taken To China Home Appliance Export

In recent years, developed countries have continually set up a technical threshold, which developing countries can't achieved in short term, which has resulted in decreased exports of developing countries, our country's foreign trade has affected greatly at the same time. Europe, with its strength on economic and science and technology, to develop environmental standards which developing countries can't achieve at the stage, called the environmental protection, in fact, trade protection. The ROHS Directive which had formal implemented on July 1,2006, proposed new amendments on 2010, which in turn will give challenges to the related companies. As one of the fastest growing industries in China, household appliances have exported to more than 200 countries, and are playing an important role in our country's foreign trade business. The ROHS Directive had made the costs of household electrical appliances increase significantly, thus decreased its international competitiveness. That's why analyze various impacts of ROHS Directive and propose countermeasures are important to our household electrical organizations.Firstly, this paper summarized the research of domestic and foreign scholars on EU ROHS Directive from theoretical and empirical ways, of which the domestic scholars mainly from the impact of related export products by ROHS Directive, and the foreign scholars mainly from technical level to discuss how to decrease the content of harmful substances of export products. Then described the directive issued background, content, characteristics, scope and the new developments. And used economic effects of ROHS directive on exporting and importing countries and game analysis as the theoretical basis of this article. After analyzing our country's home appliances exports status quo from distribution areas, the export product composition, home appliances trade conditions, exports markets, terms of trade and the enterprises. Then this paper described the real influences by ROHS Directive and analyzed the reasons of these effects, the paper used the multiple regression model to do the empirical analysis on the impact of the ROHS Directive. Based on these reasons, the paper provided countermeasures from the perspective of government and enterprises. The core of the paper are analyzing the factors of the influence and providing countermeasures.It is clear through the above analysis that the EU ROHS directive has made a certain effect on the export of household appliance of our country. It has set technical threshold, increased production costs, undermined the original industrial chain, and enabled enterprises to large centralized. The main reasons regarding these effects are that the goal of our country's home appliance export market is still concentrated in developed countries, the low level of technology of this industry, the weak awareness of environment protection and the poor standard of standard system. Finally, this paper presents our government should develop our enterprise and consumers' awareness of environmental protection actively, improve and perfect the environmental regulation, construct protective standards of technical standards and publishing platform, and positively promoting our country's international certification. Meanwhile, our household electrical appliance enterprise should explore other overseas market, improve the technological level and R&D capabilities, establish green supply chain and develop green export trade actively, use related immunity of ROHS directive and its development.
