| The development zone as the first area of reform and opening up, their gathering effect, demonstration effect and radiation effects have played a pivotal role in the promotion of rapid economic development, has become an industrial upgrading, promote regional development and technological innovation base.However, a long time, in the development process of the development zone, common problems like heavy-expansion light tapping the potential and heavy-scale light efficiency has not been effective solved, urgent need intensive land use evaluation of development zone, To fully ascertain development zone land intensive use situation, guide the development zone to change outreach expansion and extensive land use situation, establish intensive and efficient land use pattern of development zones.The MLR launched a nationwide land intensive use evaluation since 2009, the evaluation based on "development zone land intensive use evaluation procedure" (pilot).Development of land intensive use evaluation in China is a new job, There are significant differences in land intensive use characters and standards of different types development zone in different stages of development. Some development zones have completed land-intensive evaluation. But the results in the horizontal comparability and objectivity were multi-challenged in many ways. Perfect intensive land use evaluation methods, improve evaluation results of scientific and objective, This is an important way to carry out further work and improve value of evaluation results.This paper show problems of evaluation methods in the current evaluation process, Systematic analysis from the theoretical and empirical of the current methodology in the practical application of evaluation results, problems and causes; On this basis, discuss the ways to improve land-intensive use evaluation methodology. The focus is to improve the evaluation index system and method to determine the ideal value. Provide methodological basis for further work of intensive land use evaluation. The main findings are as follows:1. The ongoing intensive land use evaluation system of development zone is scientific in general, but has shortcomings in the evaluation index system and the method to determine the ideal value, resulting in poor comparability of evaluation results. Moreover, the evaluation index system aimed at industrial type development zone, has some limitations to direct use the system to land-intensive evaluation in other types like high-tech development zones, export processing development zones, logistics development zones and so on.2. The current intensive land use evaluation index system of development zone lack of integrity, the system mainly with status indicators, lack of dynamic evaluation index like elasticity on construction land with population, the input-output coefficient, and the new output of land consumption; also lack index that match the level of regional development. And some indicators such as the extent of land development, the extent of market-oriented land supply are pointing uncertainty the level of intensive land use of the development zone, the indicators' meaning is not so clear. Base on the existing evaluation index system, this paper presented a relatively comprehensive evaluation index system.3. Theoretically it is feasible to determine the ideal value through methods like target method, trend estimation method, advanced experience and approximation method, expert advice method, questionnaire survey method, in practice, due to the evaluation method or reference to the standard have multi-meaning, then because of different places and person's subjective factors that cause the determination of ideal value to vary significantly, leading to the uncertainty of evaluation results.Zhejiang provincial established a unified standard ideal value for land intensive use assessment of development zone. To some extent addressed the comparability of evaluation results in different zone, but adopted the same standard to the development zones that of different types, in different development timing, and in different development regions, will lack of science, and some of the development zone does not match with the actual results of the evaluation.In-depth analysis the relationship between Index variation and land-intensive use of the development zone that of different types, in different development timing, and in different development of regional.Proposed ideas and methods to set standard ideal value for the development zone, the standard ideal value will classify the development zone with types, development timing, the development of regional that the development zone is in.
