Empirical Study On Intensive Use Of Land In The Course Of Urbanization Of Baotou National Rare-earth Hi-tech Industrial Development Zone

Since the 50's of 20 centuries, the urbanization has become the effective way to develop economy and improve life level for most of countries. And become the important index of scaling the development degree of economy and society. In the development process of urbanization in high and new area in sparse soil, how to reasonably develop and intensively make use of the land resources and optimize collocation is an important and inevitable problem. The research aim of this project is to explore to how to intensively make use of the land and transform the development way from high-consumption, low-quality and low-benefit to intensive increase in the process urbanization and explore the effective way and measures to increase the development quality. We try to increase the output of per area and achieve the total benefit of utilizing the land resources by optimizing the functional distribution in cities and suburbs. The paper is at the beginning of researching the development situation of different stages for Baotou National Rare-earth Hi-tech Industrial Development Zone, analyzes the contradiction between economic development and land utilization and creative practice of land exploration and utilization, mainly study the efficiency of land utilization and the ways of collocating land resources in the process of urbanization and industrialization in Baotou National Rare-earth Hi-tech Industrial Development Zone. From 2001 to 2004, the zone implemented a series of creative practice for land exploration and utilization. In order to fasten the urbanization and industrialization, promote the city-town incorporation and solve the demand for farmers'benefit, the zone has implemented totally transformation in five countries since 2001 including 2699 household,7566 farmers, accounting for 97% of its total population, involving turning 23932.61 acres. It totally realized the urbanization in the Zone and established the economic corporation characterized collective economy. The collective economy is developing well in the second and third industry. The practice shows that it is an effective way to implement the holistic transformation in the countries for pushing the rural urbanization, promoting intensive land utilization and solve the problem of deficient development space. In recent years, the zone has gained many breakthrough and innovation in the process of urbanization construction and land utilization: 1) Compared with the traditional land confiscation, the zone uses the new transformation way, achieved the transformation from collective land to state land; 2) The zone creatively solves the problem in the process of urbanization. It not only increases the efficiency of land utilization, but also posits the farmers who loses the land, solve the farmers'livelihood and achieves the rational collocation of the land resources. At the background of market economy, the paper solves the relationships among urbanization construction, protecting the farmers'benefit and increasing the farmers'life level. There is important meaning in the aspects of insisting on the scientific development concept, building harmonious society and promoting sustainable development.
