Hospital human resource management is a complete management system that combines strategic resources, business and action into a unit. Based on the present actual situation of hospitals in Benxi City, designing a human resources system for the present stage of hospital development can provide effective institution protection for solving problems and for surviving and developing. These problems may include how to raise the efficiency of existing staff and retain core staffs, and many others. Therefore, establishing a human resources management system that support hospital strategy will be the inevitable trend in Benxi city hospitals. It is important for the hospital to maintain a competitive advantage and enhance core competitiveness.Taking Benxi City public hospitals as examples, this paper explores the applications and enlightenments about "SO-4P management model" theory. This paper is divided into three parts:Part I: the theory analysis on "SO-4P management model". This chapter first introduces the "SO-4P management mode", and then discussed the application advantages of "SO-4P management model" in modern hospital management.Compared with traditional hospital human resources management, "SO-4P management model" is conducive to the formation of a strategic human resource management, to the access human resource management, to the maintenance of human resources as well as human resource development.Part II: the application Analysis about "SO-4P management model" in Benxi City through the investigation with the related hospitals. This part analyzes its problems from three aspects. First, the hospitals lack the concept of human resource management, mainly in the absence of the concept of people-oriented. Then follow the modern human resource management trends, mainly the unreasonable payment distribution system and the deficiencies of performance evaluation and associated incentives. Third, the differentiation of hospital culture mainly reflected on division between the doctor's professional technology and administrative culture in the hospital human resources management.Part III: The enlightenment about "SO-4P management model" in Benxi City hospitals from three aspects. The first is to establish the "people-oriented" management philosophy and strengthen the hospital's human resources management. Human resources are strategic resources for the hospital. Talent is the core competitiveness of the hospital.So the hospital should establish new ideas about the hospital human resources management with the development strategy, reform the traditional personnel management mechanism, and exploit human resources from all aspects such as cultivating, identifying, and using talented persons. If a hospital has unique human resources, it can be more competitive, easier to attract and retain talent persons, and achieve both personnel and hospital win-win situation. The second is to establish an effective management mechanism, such as establishing a fair and reasonable salary distribution system, implementing the MBO and strengthening performance evaluation, establishing a scientific and effective incentive mechanism. The third is to build a cohesive hospital culture.Hospital human resource management ultimately should achieve the integration and penetration of hospital values and personal values, so employees can unify the individual pursuit and realization of hospital objectives. Hospitals can take human resources management concepts and techniques to motivate staffs, such as visits, study, travel, and so on; through the subtle influence of cultural, hospital should train staffs the style of teamwork and selfless work and their devotion work attitude. So if employees have a sense of belonging and the hospital has cohesiveness, hospitals can maintain the development potential and achieve sustainable development.
