With the rapid development of information industry, human resource has become one of the most important resources in economic progress process of the country. There's a great practical significance for human resources evaluation mechanism, which can get the reality of human resources management accurately, ensure the enterprises to be more adaptable, feasible and effective. Based on this idea, Yingkou Tally Corporation is considered as the research object in this dissertation. The status of its human resource is discussed and an appropriate human resources evaluation system is constructed. Moreover based on evaluation results, the issues of human resources in the enterprise are planned to be innovated.In the introduction of the dissertation, the background and meanings of the topic are presented, and the human resource management problems existing in port cargo handling business of China are pointed out. The significance of human resource management evaluation system and the main contents of the dissertation are described.Secondly, the basic theory of human resources evaluation mechanisms and human resource management evaluation system are analyzed, based on the domestic and international researching results of human resource management evaluation, a human resources evaluation system is proposed for the port cargo handling business.Focused on the concrete instances of Yingkou Tally Corporation, the status of human resources and requirements of the related parameters are discussed. On this basis, the human resources evaluation model that is based on Bayesian network is put forward, and human resource management evaluation system for Yingkou Tally Corporation is constructed.Based on the analysis and summary of human resources evaluation results, the idea of strategic adjustment that can meet the requirements of industrial restructuring and the health development for Yingkou Tally Corporation is further discussed. And the specific implementation measures of structure optimization adjustment, diversion of excess staff etc, are also proposed. Finally, the main conclusions of human resource management evaluation system for Yingkou Tally Corporation are summarized.
