Studies On Budget Quota Draft Of Afforestation Project In GuangZhou

According to the decision of the Central Committee of the Communist Party of China and the State Council about speeding up forestry development, the local government has been carrying out a Ecological Afforestation Project in Guangzhou City for the purpose of establishing a "Ecological City of Guangzhou", where is suitable for both investing and living. The Government of Guangzhou has been investing huge capital to construct urban forest. And because of this reason the forestry gross has been increasing, the forest distribution being reasonable and the environment significantly improving as well. The increasing importance of afforestation and land greening project makes the construction and management of afforestation face to higher requirement. However, the lackless of budget quota standard is actual situation. Therefore, drawing up budget quota about afforestation project has being a immediate task.A research has been carried out into making a budget quota of the afforestation project in Guangzhou. It makes discussion on budget quota composition system, using basic quota principle, background of the valuation standard lackless of afforestation project in Guangzhou. According to technical information collection, sub projects and their items have been divided for making a budget quota of the afforestation project, for instance, sub projects and 214 items have been classed for the land afforestation project, and 5 sub projects and 17 items for the mangrove afforestation project.Meanwhile, part of items of the afforestation project budget quota, such as pit site preparation and naked-rooted seedling planting, have been drawn up by means of field investigation, according to draft route and method. the necessity of budget quota draft is proved by camparing the quota level with "the budget quota of the afforestation project in Shenzhen (2000)".The results shows that:(1) Budget quota draft of afforestation project in Guangzhou is necessary. We need a new valuation standard, Because there are disadvantages in continuing using landscaping quota as afforestation project cost valuation.(2) In order to draw up the budget quota of the afforestation project in Guangzhou, we have to work step by step, for instance establishing some groups in charging of relative work, collecting relative information, designing a work plan and so on. Afforestation project can be divided into different items, such as site clearing, site preparation, seedling planting, forest tending. Terrain slope, soil type, work tool are the main factors to effect the quota level for these items.(3) The budget quota of the afforestation project in Guangzhou is very useful because it is based on construction quota and then comprehensive expanded.
