Study On Land Consolidation Planning Scheme Evaluation

The land consolidation in China, started in 1998, have reached great success in increasing arable land and improving land quality ,but there are several aspects needs to strengthen: improve the country ecological landscape, innovate the investment system and strengthen the research on land consolidation. The existing research on planning scheme of land consolidation is almostly concentrating on its ex post benefit or functionality. Comprehensive evaluation of the project planning scheme before implementing helps to realize target of the project, improve quality of the planning and promote the development of the land consolidation.On the basis of learning the theories of the land consolidation planning and programme scheme evaluating, generalized the purpose,connoation and features of land consolidation planning scheme. The necessity and characteristics of ex-ante land consolidation planning evaluation are analysised; The ex-ante land consolidation planning evaluating system consists of three layers such as target, five criterion layers and twenty-four evaluation indexes.Comprehensive fuzzy analytical hierarchy evaluation method is used in empirical research on four land consolidation projects of basic farmland which are symbolic in Hubei province. The major conclusions of present paper are asl.First, there are obvious differences between the ex-ante evaluation and ex post evaluation of land consolidation planning, and each of them is necessary and helpful for another as two parts of land consolidation planning evaluation. It's very important to carry out the ex-ante evaluation of land consolidation planning.Second, on the basis of analysising the targets and features of land consolidation planning, paper presents five criterion layers: functionality, economy, landscaping, effectiveness and sociality, twenty-four indexes are proposed such as design probability of irrigation, road unobstructed degree, utilization ratio of existed facilities, advance in extent of probability of irrigation and drainage, shape index of the field, support degree of the public, etc.Third, the accuracy and consistency between the result and appraise subject is promoted by electing the fuzzy-AHP to calculate indexes' weights. Multiplayer fuzzy synthetic evaluation is used to empirical research on four projects which are symbolic of plain in Hubei province. The results of evaluation proved that the index system and method is effective. At last, the results of empirical research show that land consolidation plannings pay attention to perform its functions. Planning schemes with the same functionality will have many differences in its effectiveness and economy;The same investment will shows different effects in different project areas; The socielity of a project planning keep consistent with its economy and effectiveness.
