Research On The Comprehensive Evaluation System And Method Of Urban Rail Transit Project

With the rapid development of Chinese economy, Chinese big and media-sized cities in the economy, culture, education, society and so on each aspect have made remarkable achievements. Chinese urbanization process is further accelerated. The urban population is increasing, and the urban transport problems highlighted gradually. According to statistics, the mid-21st century, Chinese urbanization level will reach 50%-60%, this contradiction will be more prominent.The urban trail transit project is a fast and highly effective, safe and comfortable, energy-saving and environmental protection, large-capacity mode of transportation. And it has solved urban traffic congestion which is one of most effective way. During "11th Five-Year" period dozens of big and media-sized cities have speeded up the urban trail transit construction to alleviate the growing problems of urban transport.Therefore, urban rail transit projects in the importance of comprehensive evaluation has become increasingly prominent.This article used the literature review method, theoretical research, on-site visits, and expert consultation, taking the scientific development concept as the instruction, and has conducted the thorough investigation and study in view of our country urban trail transit project's development present situation and the existence problems, and in used for reference domestic and foreign in view in the urban trail transit project related research foundation, we have established a comprehensive urban rail transit project evaluation system initially.The urban rail transit project is a huge investment, long time construction, complex technical city infrastructural facilities project. Its construction may affect the urban economy, culture, education, society and so many aspects. Therefore, this article establishes the urban rail comprehensive evaluation system for major transport projects including financial evaluation, economic evaluation, social assessment, environmental evaluation, the technical assessment, transportation benefit evaluation of six aspects, and its union is a whole effectively.This article uses the quantitative method primarily, and the quota with determines the nature of the method which unifies, and has established a comprehensive evaluation method using the synthesis fuzzy evaluation method. Finally we aimed at XX city the urban rail transit project to carry on the empirical analysis, and have obtained the ideal result.
