Today, knowledge has become the source of human social and economic development, intellectual property as the core of the intangible assets as the core competitiveness of enterprises to enhance their critical factors, has enhanced and protected the business of technology and economic development, inhibiting the development of weapon competitors. So from a strategic perspective to more rational use patent resources, greater economic efficiency is of great significance.In a weak position in the competition of SMEs, how to use the weapon to strengthen its intellectual property in the market competitive to gain a better development of SMEs in the development process has become a must. To promote industrial restructuring in the country, encourage technological innovation environment, China's SMEs use more should pay attention to intellectual property.In this paper, China's intellectual property strategy and patent strategy research status, especially SMEs, patent strategy based on Research, the author found that the patent in China for SMEs, the specific strategies and corporate patent strategy of how to choose less or more single research methods, Therefore, the purpose of this study was to develop a patent strategy for SMEs selection method.First, using levels of analysis, to establish the hierarchy of patent evaluation and design of "self worth" and "external performance value" targets, used to evaluate the technical content of patents and patent their own in the market value of the legal aspects of performance, Indicators and indicators of a given level of qualitative analysis and quantitative calculation of the specific judgments, evaluation methods. AHP calculation determines the patent evaluation index system of reference of the target weights.Second, grand strategy matrix model is improved in order to "own values" and "external performance value" for the evaluation of the parameter of the evaluation results for the patent classification matrix model, the patent is divided into "star-type", (the value of high self- high-performance external value) "problem type" (high self-value, low value external performance), "short-term type" (low self-value, high-value external performance) and "thin dog-type" (low self-value, low value external performance) four, summed up their meaning and the emergence of reasons.Finally, the patent for the establishment of four input - output conceptual model, through model input-output characteristics of various types of patents are analyzed and presented, and 17 kinds of patent strategy combined with the specific mode of analysis that SMEs have four patents or not patent, patent strategy can use the model. In addition, further summarized this research method based on the patent strategy of choice for SMEs in general decision-making ideas.
