Since the seventies of the 20th century, western developed countries have lift tides of reforming one after another, introducing the market mechanism in the public service section, the privatization and socialization of public service obligations has gradually becoming the international trend of the contemporary administrative reform. Among which, it has been well-received in the western countries that efficient private sectors undertake public service obligations in forms of contract. Faced with the outsourcing of public service obligations of western countries surging into China, the academic society of China is still at the starting stage on the topic. Therefore, it is necessary to classify the theoretical arguments and practical measures scientifically. It is also important to explain in detail the operation mode and evolution process under a background of transformation in China systematically. A new public service pattern based on government, private sectors and the third-party sectors is yet to be build, which is an essential topic in research and study on public management, and also a practical need in the reform of private-public partnership.This thesis first introduces the background of the outsourcing of public service obligations of government both home and abroad and refers to the main stream theories such as the theory of public selection, the latest theories of public administration, and the theory of regulation. It also attempts to establish a theoretic analyzing structure for the outsourcing of public service obligations of government. On the above basis, this thesis studies some of the cases of typical enterprises and typical industries to further study the evolution of the outsourcing of public service obligations of government, and the regular pattern and internal mechanism of the process of the outsourcing of public service obligations of government in China. It also puts forward the proposals and ideas of promoting the policy of outsourcing the public service obligations of government in China.
