Since the end of accession to the WTO the next three years transition period of Chinese ,in the face of coming from the fierce market challenge and competition pressure day by day of petroleum giant of the world, technological service enterprises of petroleum of our country accelerate the reform step and set up and perfect the modern enterprise system ,it is important ,more urgent that the task of forming and establishing the key competition advantage shows.State-owned petrochemical enterprises are faced with more and more severe competitive situation, in order to change the disadvantages of human resources management state-owned enterprises continue to explore and innovation in recent years, it has launched refinement of the department management responsibility system assessment and the "three bases" assessment aimed at strengthening the grass-roots management that allows businesses to decrease operating costs significantly.However, with the market competition is becoming increasingly acute, the original the pay system of state-owned enterprises can not adapt to the development of enterprises .In order to be able to attract and retain outstanding employees organization required, improve work efficiency, under the guidance of "the three systems " reform spirit, a petrochemical plant set up pay systems and pay policies are suitable to the company's growth and development on the basis of the "job analysis" of the enterprise positions, norms of Salary Administration, building the value distribution mechanisms and the inherent incentives mechanisms to achieve the company's sustainable growth and development.State-owned petrochemical enterprises of the three system reform about distribution has become a breakthrough in state-owned enterprise reform, it is very important to establish a fair pay system .This article combines the characteristics of petrochemical enterprises, raised the existence of the business problem based on the survey and measured the actual situation of a petrochemical plant's Human Resources Management, through broadband-structured pay system design based on the job evaluation and performance, to draw a fair system of pay administration. This article has great reference value to the petrochemical enterprises that need to establish an equitable pay system .
