Along with the rapid development of modern science and technology innovation andthe world economy, the logistics industry becomes an emerging service sectors in thenational economy and rapid growth worldwide. Coupled with the strong support ofgovernment policies in the context of the economic environment of China’s rapiddevelopment, China’s logistics industry will usher in a leap of development andaccelerate the pace of transition from traditional logistics industry to modern logistics.The state-owned logistics enterprises in China’s logistics industry, ushered in theopportunity are also facing huge challenges from foreign-funded logistics enterprises andprivate logistics enterprises.Competitiveness of enterprises, in the final analysis, is the talent competition. Ifthere is no reasonable pay system will not be able to attract logistics personnel. At present,the shortage of logistics professionals is a major factor restricting the development oflogistics enterprises in China. In fact, due to the staff salaries of the state-owned logisticsenterprises egalitarianism serious incentive, pay levels below the market level, not onlycan not attract industry, the scarcity of talent, and each year there are a large number ofskilled workers and the loss of senior management personnel. In this case, thestate-owned logistics enterprises must reform the pay system, to develop reasonableinternal fairness, external competitive, but also has the incentive pay strategies in order toattract and retain talent, enabling enterprises to maintain rapid development. Broadbandpay system is such an emphasis on performance pay model has a strong incentive effects.This paper first analyzes China’s logistics industry’s overall competitive environment,overview of the overall job evaluation and the broadband pay system theory. And thenanalyze the characteristics of human resources of the state-owned logistics enterprises, tofind out the current remuneration of state-owned logistics enterprises. To solve theseproblems, this paper discusses the design steps and methods of theoretical broadband paysystem. Subsequently, the Tianjin State-owned logistics company B, for example, specific and detailed description of the design process of the broadband pay system, includingcorporate strategy and organizational structure analysis, the choice of pay system, jobevaluation methods, selection and adjustment, job evaluation process level design of thebroadband and pay management approach and other content.
