In recent years, tourist leisure has come in vogue. As a kind of modern tourist style which can provides not only health preservation, but also leisure, hot-spring vocation has been winning the fancy of the public gradually. Under this background, hot spring tourism development has been in the spotlight. It has been extended from Guangdong to many areas in China.Weihai is rich in hot-spring resources In the 18 hot springs of Shandong; Weihai owns 9.It is the first and the sole "Hot Spring Town of China" in Shandong province. And it owns a long history of hot-spring development. However, the development of Weihai is lack of systematic planning; the level of hot spring tourism products is very low, so can't meet the needs of tourist demands. It is required to do some research on the development the hot spring tourism in order to make full use of the hot spring resources, enrich the tourist produce system and exalt the competitiveness of Weihai tourism industry.On the basis of the spot visit, questionnaire surveys and data analysis, the paper analyzes and evaluates the development conditions of Weihai hot spring tourism, such as resource, tourist market, competition and government policy. The paper argues that the choice of investors should be the Villager Commonwealth and the enterprises. In order to establish the characteristics, reflect differences and acquire the greatest values, this paper supports that the overall hot-spring-tourism image of Weihai should be positioned as "Hot Spring Town of China, Holy coastal spring land", and then creating three vacation regions with different themes: "Hot-springs Blue", "Never ending hydrophilic game" and "Feeling deep soul and enjoying the harmony between man and nature".Considering the resources and the characteristics of markets, Weihai should focus on developing medium and high end tourism products with the theme of "Health and Fitness", "Recuperation & Culture", "Recuperation & Recreation" and "Comprehensive Resort" and should also associate with seashore, sports, culture, sightseeing, festivals and other tourist products. Weihai should implement "integrated marketing" strategy and building multi-level marketing system from the destination, markets, channels and innovation aspect. Finally, this article has established a security system for the hot spring tourism development from the laws and regulations, human resources, Weihai hot spring tourism association and consumption attitudes to hot spring.
