The digital divide is a gap between the different social groups in mastering and applying information and communication technology. In the information communication field, our country is the world's fastest growing economies, the most dynamic one of the countries, but also a regional with a very unbalanced development, and a very obvious gap between rich and poor. The gap is reflected not only in information and communication technology, network development and coverage level, also in all aspects of society and the public information and communication technology level of awareness and use of capacity, in the information and communication technology level. The digital divide issue is not only related to China's information technology strategic objectives. Also it will make a far-reaching impact on co-coordinating regions as well as urban and rural areas. It is increasingly becoming a major problem in the process of building a harmonious society.This paper discusses the government's actions from an economic angle. It is to explore that the digital divide has the divergence and convergence of the dual economic effects based on technical - economic paradigm, using existing economic laws and models about economic characteristics of the network theory of information and communication technologies. Defining the index and ways to measure digital divide in our country, it points the status and problems in the development of the digital divide in China. Studying the impact of China's digital divide factors, it tries to explain the digital divide in our country's formation mechanism. Finally, it makes suggestions regarding our government on how to deal with the digital divide and bridging the digital divide from the following four aspects: implementing universal service, increasing invests on education and scientific research, implementing areas preferential policies, raising ICT awareness. Then it provides a reference value on bridging the digital divide in our country, and promoting information-based process and the comprehensive development of knowledge-based economy.
