As nuclear energy was put into peaceful unitization, it is attempted to use it as a main energy source as the traditional energy in many countries. Nuclear power generation can be a most important way of wide use of nuclear energy. China set the foot into nuclear power industry since 1950's. The development of nuclear energy in China has undergone several big evaluations. The article uses the institutional theory as the base, analyzing and expounding the reasons for these evolutions with a lot of referential material. The author comes to the following key points:1,The development course of nuclear power industry in China was studied. It can be divided into four main stages, viz: Starting (1958~1977), exploring (1977~1986), downturn (1986~2003), and rejuvenation (2003~up to date).2,It discusses the institution change in each stage of the nuclear power industry development in China. In starting, government and departments enacted a series of policy to encourage the development of nuclear; in exploring, government established several departments about nuclear power industry; in downturn, nuclear power industry was translated from electrician's industry to the soldier industrial, that it changed whole condition; in rejuvenation, government established energy department to improve development of nuclear power industry. The nuclear power institution was changed by regulative action of government.3,Taking CNGPC implementation and generalization of CPR1000 technical roadmap as an example, the author puts forth a proposal for the development of Chinese nuclear power industry in the future. Up to now, the development of nuclear industry in China has basing on government guidance in a compulsory mode. With extension of the marketization, nuclear industry shall enhance the actions of the pillar measures of standardization and culture cognition and, depending on their own capability in order to catch up with the advanced world class, guide the nuclear enterprises into a sound development process.
