Research On Housing Provident Fund System In China

Housing to human survival and development are the most indispensable basical-subsistence. The United Nations has been regarded "home" as one of basic human rights for long time. Housing industry plays an important role in our country's economic development and social stability as a pillar industry of the national economy. The government set up as the main body of the housing finance system of our country has become the top priority of the housing industry, because of the fact that Housing industry required many long-term funds.Housing Provident Fund System is one of the pioneering work in the system reform of our country's urban housing. It is a new housing system that arising from the development of the socialist market economy required with the urban housing system reform, and it is the core and main content of our country's policy-oriented housing finance, is also the important part of the housing security system. For more than a decade, the Housing Provident Fund of our country has been fully developed, but there is still lots of questions can't be ignored.As Housing Provident Fund System in our country is an emerging system, which is still in the stage of accumulation of experience and the development of a sound, and no ready-made model can be used as reference. So, it's necessary in the light of our country's basic national conditions to learn from successful experiences of other countries. As we all know, the Singapore Central Provident Fund System with the first and typical in the world , as the core of social security system. Based on these, put forward the following views in this paper. Full copy of the Singapore Provident Fund System is not feasible and undesirable, because of the very different actual conditions between Singapore and China. Thus, focusing on the deficiencies and inadequacies of China's Housing Provident Fund System, this paper draw on existing achievement, learn from the more suitable experience of the Singapore's Central Provident Fund System which has been improved and developed for the reality of our country pointedly, so as to effectively promote our country's Housing Provident Fund System for the sustained and healthy development.
