Study On The EPAM Carrying Out In Construction Of Express Highway

With the increasing investments of the transport infrastructure in our country, the constructions of express highway are developing fast. planning to construct "7918" network of express highway. The construction of our express highway will enter into a gold time again in the future 20 years.However, the administrative pattern, "investing, constructing, managing, operating" four aspects as a whole, which lacks mutually restricts and supervises between them, lead to a series of problems, such as "three ultra" phenomenon, low level of project construction and management, corruption of government official and so on, which have made a very bad impact on the transport. We must to reform the administrative pattern of express highway and promote more develops of express way. As a new project management pattern, the Engineering Project Authorized Management (EPAM) is taking more and more attentions of people.According to the applications of EPAM in domestic and foreign countries, the paper carries on deep analyzes with EPAM using scientific method of Economics and Management and proposes some opinions and advices for the operation of EPAM in the constructions of express highway, providing some references for the future studying and decision-making.Firstly, the paper explains the status of present construction and management of express highway and analyzes the problems existing in the traditional administrative systems; Secondly, trying the new project management pattern in the process of construction andmanagement of express highway------EPAM , giving the concepts and characteristics ofEPAM and express highway EPAM, three main patterns of EPAM , getting that implementing EPAM in express highway is necessary and feasible; Thirdly, the paper analyzes the express highway EPAM from the aspect of theory, giving the basic framework, managing and operating pattern and contract of express highway EPAM; Finally, according to the existing problems and possible risks in the trying of EPAM , proposed a risk control and guard mechanism of express highway EPAM.
