The human resources planning is an enterprise human resources management (HRM) important foundational work, is the beginning and the goal anticipated achieved of HRM. The scientific human resources planning not only is guarantee of the enterprise strategy effective implementation and realization, also has provided guiding and the basis for HRM. Our country many enterprises' human resources planning also occupies the start and the experience stage. How to use scientific method formulating planning, forecasting the future human resources demand and supply, ensuring the enterprise management running smoothly and strategic target realization, is an important and significant work.This article, at the very beginning, gives an introduction on some key concepts, enterprise strategy, human resources strategy and human resources planning etc. Then, it gives an analysis on both of the internal and external environments that influence the human resources planning of HL Company through combining company's future 5-year strategic goal and human resource status quo. It adopts Manager Judgment Method and personnel proportion analysis method to analyze the demanding of various departments in HL Company, and conclude the overall future 5-year human resources demand of HL Company. Third, it predicts the internal and external human resources supply of various departments in HL Company and concludes the overall human resources supply situation through applying Personnel Replacement Model. Further more, taking the consideration of human resources demand and supply sides, it makes the 5-year human resources plan for the HL Company and makes a serial human resources planning execution steps to ensure that the plan can be executed practically. The execution of the plan guarantees the sound operation of HRM, and minimizes the restrict stemmed from the human resources bottleneck during development of the company. Also the execution of the plan enables the company to have suitable and sufficient human resources at the most appropriate time, which also enables the enterprise to have competitive advantages, and to achieve the strategic goal.
