Research On The Traffic Construction Problems Of The New Rural Construction In Sichuan Province

Transportation based on road is the indispensable public infrastructure in the ruraleconomics and agricultural production.It is the basic public products of prosperity of thecountry,agricultural progress and the development of the peasantry,and is the support of thepublic welfare facilities,public service career’s development in the new rural construction.It isthe important link of coordinated development of the urban and the rural areas.And it is alsothe premise of countryside problems,peasants problems,agriculture problems’s solution.Since2004,the central No.1Document lock on countryside problems,peasants problems andagriculture problems for seven years,give specific requirements for the construction of ruralroad.But from the survey of Sichuan province’s rural road construction, rural roadconstruction has become the countryside problems,peasants problems and agricultureproblems’s "bottleneck".In rural road construction,most places are wading across the streamby feeling the way, exploring an operating mode suited well for themselves.Therefore, it hasthe extremely vital significance to study traffic construction problemsin Sichuan ’s new ruralconstruction.In this paper, the important role which rural road traffic plays in rural economicdevelopment is discussed through the way of the oretical analysis from the perspective ofdevelopment economics and the development of typical village in China.Through the fieldinvestigation,a mass of first-hand data about rural road construction in Sichuan province iscollected. Through systematic analysis of the data,some universal problems in rural roadconstruction are raised.Ihese are especially noted that taking measures to solve the existingproblems and making experiments in Yuanba district Guangyuan city and Yilong countyNanchong city Sichuan province,respectively introducing "Yuanba mode" with "construction,management, maintaining and transportation" integration development and "Yilongmode"with"four rights" experiences.In promotion this experience a new problem in theconstruction of new rural road in Sichuan is found,and the solution measures areproposed.Taking the rural road construction of Sichuan into consideration in the "12thfive-year plan" and giving full play to extensive external effects of the rural road aresuggested.The problems of rural road construction researched in this topic have great instructivesignificance to the new rural construction of Sichuan province.
