The Evaluation Of The Influence Taken On The Labor-out Place By The Rural Worker

Since the reform and opening started, along with the farmer production enthusiasm unceasing enhanced and the population of rural surplus labor gradually increased, there are more and more rural laborers rushing into the city or the economical quite developed area to be engaged in the jobs of second industry and tertiary industry to make a living. The rural workers are one of the special groups in our country during the economical and social changing time, whose appearance brought the new vigor for urban or the economical quite developed area's construction, and also contributed greatly to the fast economical development of our country. At the same time, the large quantities of rural workers influenced the labor-out place dramatically by the work out of their hometown, the rural workers has obtained the income, learned the knowledge and the technology, transformed their ideological concept, which played an important role in the enhancement of farmers' income and the promotion of economic and social development in the labor-out place. However, along with social reforming as well as the market economy omni-directional seepage, more and more rural laborers (not only are surplus-labors, but all are the young adults labor force in lots of countryside) joined the out-working groups, which brought huge negative influences, such as agricultural labor force insufficiency, the land become vacancy for cultivation, the related care of the remaining elders and children, the unstably social orders and so on. Therefore, it is necessary to have full knowledge and evaluation of the influence taken on the labor-out place by the rural workers (ITLPRW), promote positive effect and reduce negative effect under the circumstances of implement ion for the socialist market economy in our country and the sustainable development, and it also have significant theoretical and practical meanings.After studying the related literature and analysis on the characteristics of the labor-out place, the author give her preliminary ideas of building the appraisal system of ITLPRW. Combined with the thorough analysis of fact, this paper chose the representative 17 basal guide line from four aspects, which reflect the ITLPRW on democracy, economic development, social stability and people's living standard. It also explained the connotation of the guide line, established the estimate system for ITLPRW. The author used the Entropy method to confirm the importance, and used the Fuzzy quality synthetic mode to calculate the rank of ITLPRW. On the previous foundation, the authors do empirical studies on Sichuan province, and calculate the influence on various rank of labor-out place. This paper also analyzes the compositor consequence, elicit the conclusion and find out the reason what the influence imbalances in the three type area are. Finally, this paper provides suggestions and countermeasures aimed at these three type area so as to construct the rural workers' flowing orderly.The author used qualitative and quantitative methods to study on the evaluation systematically of the influence taken on the labor-out place by the rural workers. Particularly, Entropy -fuzzy model was used to evaluate the level of the influence taken on the labor-out place by the rural workers. In addition, comprehensive consideration of (ITLPRW) characteristics has been fully considerate through the process of constructing indicator system for ITLPRW, which directly reflects the situation of the ITLPRW. Through empirical study on the real case, this paper further tested whether the evaluation model's is scientific and operated or not, which also strongly supported the paper's main points.
