Study On The Role Of Local Government In Foreign Economic Relations

Since the reform and opening up, the local government's development of foreign economic relations for more than 30 years. On the context of the global economic integration and deepening of reform and opening up, foreign economic relations of local government were the accelerated developmental trend. This article from the perspective of history and the institution, the use of institutional change and international relations theory, was to start the evolution of local government in foreign economic relations since the reform and opening up, analyse its process and the reasons. Secondly, explained the developmental status quo of local government in foreign economic relations, analysed the interaction between the Central People's Government and local government in foreign economic relations and the characteristics, contents, approaches of local government in foreign economic relations,as well as the patterns and experiences which were worth using for reference by others. Thirdly, on these bases, summed up the roles of local government in foreign economic relations: the propellent of Institutional Innovation, the cultivator of multi-bodies, the integrator of many resources, the co-organizers of regional economy. And analysed the constraints of its development. Finally, the path of options for local government to develop foreign economic relations: the establishment of the integration of the authority, foster the common interests of the government, the interests of a reasonable compensation mechanism and constructing an open information-sharing platform, has made useful explorations and analysis. Thus to promote the positive development of local government in foreign economic relations.
