The Analysis Of Industrial Structure Adjustment In Shanxi Province On The Theory Of Dissipative Structure

According to the Theory of Dissipative Structure, an economic system is a system of dissipative structure which can exchange substance and energy with the natural environment at any time. Through economic activities, an economic system can absorb the substance of'negative entropy'from the natural environment continuously to meet the requirements of existing and developing of itself, and discharge waste substance and heat with high'entropy'to the natural environment to keep itself a state with low'entropy'and order at the meantime.The natural resource, the labor force and the capital that steadily accumulates are three main elements by which the modern economic activities can be performed, and the industrial structure in the economic system reflects the proportional relations of the three main elements in each industrial configuration. Certain of natural resource can have different productivity in different industrial structures. A traditional economic developing mode is a developing mode in a type of resource consumption, with a low utilization efficiency of the natural resources. The valuable resource of the'negative entropy'is not utilized sufficiently, and changes into various wastes with large quantity of effective energy to pollute the environment. In order to improve the situation of environmental pollution and to relive the pressure of economic development on the environment, the industrial structure must be regulated step by step by altering the original mode of input and output. Owing to the factors of natural endowments and regional division of labor, the industrial structure of Shanxi Province is endowed with characteristics of resource mode, heavy industrialization, primitive type, which are presented in: heavy proportion of the second industry in three industries, heavy proportion of the industry in the substantial industries, heavy proportion of production ability of the low level technology in the traditional industry. With the industrial structure which relies on coal mining in a high degree, Shanxi Province suffers heavy environmental pollution and ecological regression, and the sustainable development of the Shanxi Province faces a serious challenge.The paper discusses the possibility that Shanxi Province can evolve into a new vigorous system of dissipative structure, and concludes that Shanxi Province can develop the whole regional economy towards low resource consumption and low environmental pollution by developing service industries, carrying no industrial migration of domestic and foreign, and reforming and improving the traditional industry in a circulation economic mode.
