Chinese railway industry has lost "boss" position in the increasingly fierce competition in the transport market with the dropping share and the growing deficit year by year. It has been proved that the railway industry is not suitable for the development of market economy,and to promote the reform is the fundamental way out for railway industry in China.So,it is meanful for our country's railway industry to discover a completely new reform model.The paper firstly introduces the development of Chinese railway industry and the reform of the background through the analysis of the reform in Japan, Sweden and Britain. and briefly generalizes the technique characteristics and trend of the world railway industry reform .Then, elaborates the theoretical basis of the railway reform ,including the Neoclassic Theory , the Transaction Cost Economics ,the Contemporary Competition Theory and the Regulation Economics ,as well as the application in railway industry. Thirdly, analyzes two railway reform models from all the world: "District Resolves" and "Separation Transportation from Network", and dicusses our country's railway reform model. Since each of the mode have its special advantages and disadvantages, any single reform mode can't adapt to the complexity of our country railway present situation completely. The railway reform should well consider the characteristics of the industry, adjust to the restraint condition ,if that the railway reform in China will adopt the reasonable mode that lead to the competition relation that will improve the government control. Lastly, probes into the framework design of the reform of Chinese railway industry, then brings forward a new objective reform model "District Resolves and separation Transportation from Network", gives some reform strategies, and compares the comprehensive performance of all the reform models by the Extension AHP method. Though the analysis of theory an solid evidence, under the model of "District Resolves and separation Transportation from Network", our country's railway industry will take on a nicer prospect.
