With the development of market and increase of customer requirements, the competition of telecom markets is becoming fiercely. As the big three fixed telecom operators in Beijing, CNC,CT and CRC all have their own advantages on customers, services and network respectively. Each operator must have its unique feature if it wants to win this competition, either on market negotiations, new products issue, or network maintenance and implementation of service criterion. In view of the fixed telecom market competition situation becomes clear, alternative trend of services becomes obvious, fixed telecom operator is stepping into elaborate operation times. Telecom operators can no longer accelerate development by increasing numbers as before, they must set up innovation system to get close to customer requirements more effectively and provide a great diversity of products possible, then it is possible for them to win in the competition. It can be said that fixed telecom operators face much more pressure of " broaden sources of income and reduce expenditure" than ever before . Fixed telecom operators will pay more and more attention from product itself to fulfill customer requirements, business profitability and efficiency of the network running, by providing more personalized level of service to enhance the value of the APRU, to increase customer loyalty and thus to retain customers. Therefore, how to improve their business competitiveness of the telecom network, that is, to improve the intelligence of local network, is emerging as the focus of attention for each telecom operator. CNC Beijing Branch network intelligence transformation projects, using strict engineering project risk management approach to identify, analyze and control the risks of the project, which works to ensure the smooth realization of the objectives of the project.This paper, in the point of view of the status of the project, the objective of the project, the program's scope , time management, using project risk analysis, risk aversion, risk response plan, risk control program methods, provided a strong guarantee in order to guarantee the smooth completion of CNC Beijing Branch intelligence network reform project, and summed up a set of effective risk management approach in order to use them in other areas. Through the successful completion of the project, as well as the applications in secondary unit performance management, studies have proved that the risk management approach is effective.
