In recent years, the telecommunication and internet are continuously engaged in competition and integration in service and network. The IP bearer network is a dedicated network based on IP technology of the telecom operators. It is used to provide services which require high transmission quality, such as voice communication, video communication, VPN services for premium customers, etc. Nowadays, with the fast expansion of the3G and VPN customers, the project related to IP bearer network covers more and more widely and its importance has become increasingly apparent. The IP bearer network construction and reconstruction project of the telecom operators requires large capital, covers majority of associated users, and involves complicated business types and complex application technologies. Any slight mistake made when operating the project will affect the normal use of a large number of network customers and bring huge economic loss and reputation discredit for enterprises. Therefore, risk management is crucial for the implementation of the project. Taking risk management in the project as the study objective while doing the China Unicom’s IP bearer network integration and reconstruction project, this thesis conducts in-depth study on risk management by summarizing the characteristics of high-risk in such projects and applying the theoretical foundation of project risk management. This thesis also lists various risks that may exist in the project. Risks are ranked according to step-by-step process of risk identification, risk assessment, and risk management. Specific measures are presented in order to deal with the risks related to IP bearer network projects. Moreover, the projects are summarized to provide a valuable reference for other large-scale IP bearer network project.
