Taking the affiliation of the WTO as a hallmark, open economy of China demand that the telecom operators have to face with the situation including globalization, perfect competition and meager profit and create the brilliant of the telecommunications market through using rational thinking. At present, the environment of the telecommunications market and the main of market competition have changed greatly; buyer's market and open economy has been fully formed; the new competitive situation has made new demands and challenges for telecom operators. All of these make the Chifeng telecommunications branch face with many problems in the development process such as how to solve the problem in which both increasing production and decreasing income exit at the time, how to face the problem which the ability to adapt to the environmental changes to is weak, how to expand customer base, how to tap the consumption potential of the existing customers and how to carry out restructuring successfully.In a word, how to develop strategies, which will make Chifeng telecom munications build a relatively strong competitive advantage better and more effectively in the development process of the future and reflect on the difference of actual combat in the market, is the key that Chifeng telecom munications is on the innovation road of the sustainable development.Through analyzing the practical problems encountered by Chifeng telecom munications in its development process and based on the reference and analysis of theoretical research results at home and abroad, this paper has identified advantages and disadvantages of enterprises in process of market competition as well as the opportunities and threats faced through actual enterprises and the integration of qualitative and quantitative methods. Besides, this article has formulated appropriate strategic objectives and implementations of the programs to provide a useful reference for the development of the enterprise.
