A Study On The Policy Of China's Biological Industry

In new century,new discoveries of life science,new breakthroughs of biological technology and new achievements of biological industry will change the process of social development. Biological industry is brewing a new industry revolution in a global scale.In the Eleventh"Five-Year Plan"of China, biological industry has been regarded as one of the key developing industries.Boosting bio- industry has great significance for speeding up the adjustment of the industrial structure,changing the mode of economic growth and realizing the strategic objective of developing China into an innovation-oriented country.The protecting and supporting role industrial policy played is essential in speeding up the development of bio- industry.From the perspective of industrial policy,the author tries to explore ways to boost bio- industry through systematic study on the bio- industrial policies in our country. The thesis is composed of five chapters.In the first chapter,the thesis clarifies the significance and the goal of this research and proposes the domestic and foreign research situations,as well as its research thoughts and methods.In the second chapter,the thesis defines and explains the meanings,features and contents of the bio- industrial policy. Meanwhile,it introduces in detail the bio-industrial policies in both developed countries (taking America,Europe and Japan for example) and developing countries(taking India,Cuba and Brazil for example).In the third chapter, the thesis sums up the features of the bio-industrial policy in our country and the features are concluded as government-dominated policy mode,dispersed policies,piecepartitional regulating policies,agglomeration-promoted policies in distribution,government-supporting policies in investment and the preferential policies of tax.In the fourth chapter,the thesis analyses the present problems of the bio- industrial policy in our country.These problems are the policy system is incomplete,the directive role of the distribution policy is not obvious in construcing bio-tech parks,the strength of investment-protecting policy is week, the tax leverage doesn't work effectively enough,the imperfection of lawsystem is low.In the last chapter,in view of the above problems,the thesis puts forward some tactic suggestions on the development of bio-industry,which are expounded from the following six aspects:administration system innovation,technology innovation,investment and financing policy,tax policy,human resources policy and the construction of legal system environment.
