| Transport infrastructure is an important basis and indispensable component for the regional development. Jiangsu Province, who seized the opportunity, appeared from the past seventeen years, has made remarkable achievements in the development of transport infrastructure, which lays a firm foundation for the good development of "the Eleventh Five-year Plan". However, many problems still embarrassed the process of development of its transportation infrastructure. A comprehensive insight of the effectiveness and efficiency of the operation of transportation infrastructure is significant for knowing the status quo of regional transport infrastructure operation, and revealing the level of transport infrastructure serving the province's economy, so as to optimizing government's long-term transport development decision-making and increasing the competitiveness of Jiangsu Province.This paper is focused on researching the effectiveness and efficiency of transport infrastructure in Jiangsu. After a theoretical summarization of conceptions, available researches about transportation infrastructure, conceptual framework of efficiency and effectiveness are established. Three cascading aspects of numeric measurement related to the efficiency and effectiveness of transport infrastructure are empirically conducted. First, based on the investigation of transport infrastructure's development status in Jiangsu, the performance of Jiangsu's transport infrastructure is evaluated by using OCA (Objective cluster analysis).Second, the efficiency of Jiangsu's transport infrastructure is evaluated through the Data Envelopment Analysis algorithm (DEA), as well as roads, channels and railways. Third, the effectiveness of Jiangsu's transport infrastructure is estimated based on Johansen co-integration test and vector error correction model, as well as roads, channels and railways. All these researches suggest: (1) the development of transport infrastructure in Jiangsu is on the top list in China, and the development of transport infrastructure has regional disparities in the cities in Jiangsu; (2) the efficiency of the operation of transport infrastructure shows signs of cyclical fluctuations; the reason of inefficiency about roads transfers from less input to redundant input; the reason of inefficiency about channels and railways are that both of the input scales are too small. (3) The values of long term transport infrastructures' effectiveness are distinguished, and of channels' short term effectiveness are notable. Finally, from the perspectives of road building, water carriage development and railway growth of Jiangsu, some proposals for calibrating and optimizing the direction of transport infrastructure's development are put forward. |
